Kevin Riley, Mitchell Burgess and Robin Green wrote this episode. It was directed by David Barrett who is an executive producer of the show. Barrett has also directed 57 episodes (via IMDb).

It's easy to blame the writer or director when viewers are unhappy with an episode. However, this same team has also produced some of the highest-rated episodes. It's more likely that viewers were dissatisfied because the episode was overloaded with stories. This caused the episode to feel slow and drawn out. There will always be some episodes in any TV show that fans cannot relate to. Fortunately, "Blue Bloods" has a much higher number of episodes enjoyed by viewers, including those by the same crew.
